A solicitor or counsel has an automatic right to appear for you. If you ask a surveyor, neighbour, friend, relative etc., to appear for you, the permission of the committee is required before the hearing starts. In practice this is almost always available, so there should normally be no difficulty. There is no need to seek the consent of the committee in advance unless you particularly want to; simply tell the committee before the hearing starts that someone is representing you.
